Stage 1 focuses on data capture and sharing while Stage 2 focuses on advanced clinical processes such as health information exchange and increased patient-controlled data. The Stage 3 proposed rule focuses on encouraging the use of EHR functionality for secure dialog and efficient communication between providers, care team members, and patients about their care and health status. It also includes imparting important health information such as preventive and coordinated care planning. The government spent USD 24.8 billion and USD 12.9 billion in Medicare and Medicaid incentive payments, respectively, during 2011–2018.
